docs(direction): 3D basisvoorziening checked and not taken ab48fd4540

The frontier row promised "national LoD3, in place of one hand-imported
model". Checked read-only against the live PDOK service on 2026-08-30, and
the row's premise is false: there is no LoD3 in this source, and there is no
national Dutch LoD3 anywhere to replace `lod3.rs` with.

The buildings collection ships LoD 0 / 1.2 / 1.3 / 2.2 and semantics of
WallSurface / RoofSurface / GroundSurface only — no openings. Its `rf_*`
attributes (rf_pc_source "AHN6", rf_rmse_lod22, rf_ridgelines) and its
NL.IMBAG.Pand ids identify it as 3DBAG, which is the dataset `lod22.rs`
already streams. Taking it would substitute one delivery of one dataset for
another delivery of the same dataset, which is **value 4, "add, don't
replace"** — the value applied here. **Value 6** agrees: there is no
`--dump-state` count that would move, so there is nothing a machine could
judge the work by.

The other seven collections are AHN, the BGT and the DSM point clouds, each
already covered by a wired layer. CC BY 4.0, the same licence the client
already carries for 3DBAG, so the licence was never the obstacle.

Adds `docs/notes/3d-basisvoorziening.md` with the interface, the measured
volumes, the geometry tally and a reproducible measurement appendix; moves
the row from Candidates to Checked and not taken, leaving the now-empty
candidates queue described in a sentence rather than as a bare table; and
adds a pointer from the IFC-import note (nothing national to replace it) and
from the bridge-heights note (the combined file carries Overbruggingsdeel
decks with an AHN-draped z, which is a number that note already measures).
